Undertaking Progress & Verification Visits (Article 13) (2939)Thursday, 5th August 2010, London Euston OverviewFormerly known to partners as Article 4 and Article 10, the Commission Regulations lay down specific requirements for Programme and Project partners alike. This one-day workshop is designed for those staff with responsibility for undertaking on site visits within the scope of 1828/2006 and will prove valuable for project applicants when designing enhanced monitoring systems. The management of errors and irregularities will be covered in addition. ContentThe European Commission set down their requirements for the assurance in the delivery of Structural Fund Programme operations through a series of EC Regulations which, in turn, are expected to be implemented at all levels of operations. The requirements for structured monitoring and auditing is integral to the Regulatory conditions and places great responsibility on the Managing Authority, Intermediate Bodies and lead applicants. The new Programmes incorporating Convergence, Competitiveness and Employability and Interreg are covered by the Regulations with the scope, range and depth of inspection visits clearly defined. Intermediate Bodies will carry the responsibility for undertaking Article 13 (formerly Article 4) visits. This workshop is designed specifically for staff within Intermediate Bodies who have involvement in ensuring Article 13 compliance either as managers or members of inspection teams. Please note: this is workshop and the focus of content and discussion will be at expert practitioner level with opportunity to explore the technical issues frequently affecting Structural Fund delivery. The content will provide excellent staff development for newly appointed Article 13 teams as signposting to additional sources of information can be provided however staff involved as applicants may find greater benefit from attending the workshop Monitoring and Auditing which covers the practical side of Article 13 project delivery. Who Should Attend?Article 13 teams within Regional Development Agencies, WEFO and the Scottish Executive; Accountable Bodies; Technical Assistance partners; co-financing intermediate bodies (LSC, JC+, Local Authorities) and Interreg 4 Programme managers and any other partnership with delegated responsibilities. Staff delivering projects will also find the workshop beneficial. ProgrammeFacilitatorOur Facilitator has been able to combine her practical experience of business and her experience as a project manager/consultant with in–depth knowledge of European funding and its technicalities gained over the last 11 years through FE, HE, Job Centre Plus and Local and National government sectors. During this time she has been involved with project development, management, delivery evaluation and consultation. She has a varied background of project management in the education, public voluntary and private sector. Working in FE, HE, Chamber of Commerce, and Local and National government on high profile projects out of the Office of the Deputy Prime Minister. Through this work, she has collaborated with many partners on project design and delivery, including Government Offices, TEC’s, Learning and Skills Councils and the local Regional Development Agencies. Her specialism is in developing strategies for different bodies in helping the long-term unemployed. She continues to work with Local Councils, LSC’s, JCP, RDA’s and project applicants in consultation and application of European work.
