The changing landscape of
funding, qualifications and professionalisation

The Professional development of Staff in Teaching and Training is at the heart of the government’s reform agenda for FE.  2011 is a milestone in the reforms as it contains a review of qualifications for FE sector teachers and trainers, the start of dramatic changes to the funding of initial teacher training (ITT), full fees for membership to IfL, for the first time, and the disappearance of LLUK.  The impact and implications of the funding changes will be addressed at the conference by a panel debate amongst some of the major stakeholders in this part of the sector. These have all been involved in the intense discussions with BIS over the funding changes and the future of some of the activities of LLUK.

PTLLS, CTLLS and DTLLS  and the Subject Specific qualifications (Literacy and Numeracy) are currently under review to ensure they continue to deliver the teaching and training skills for the future. The proposals are significant especially at the lower levels and bringing different options into the framework. It is expected that the final proposals for the qualification review will have been announced prior to the conference and that some of the new qualifications/units of assessment may be available from Awarding Organisations by Sept 2011. The event has a special session to focus closely on the content, credit value and implications of these changes provided by a speaker closely involved with the review. 

The conference will be chaired by Dennis Hayes, Professor of Education at the University of Derby and Hon. Secretary of the Standing Committee for the Education and Training of Teachers. He was made a National Teaching Fellow in 2010.

The speakers and approaches at this one-day conference include: Professor Dennis Hayes, the chairman, outlining what Teacher Education and Training means in an Age of Austerity; Lee Davies looking at the landscape for the perspective of IfL; Pip Kings, Director of London Strategic Unit for the Learning and Skills Workforce, Institute of Education (IOE); Sue Parker covering the proposed changes to the teaching and training qualifications; the views of a CETT and how Teacher Education Policy changes are affecting the sector from James Noble Rogers, UCET.
